Please take some training. You go to the block diagram, right click. Programming >> Structures >> For Loop and then you click and drag to make a for loop structure.

Honestly, i don't know how someones "makes" a for loop.... if you ask how "to place" one... select it from the function palette in the block diagram and pull it around the area where you want to implement the content of the loop.

You also might to follow the LV tutorial. i think there is a more up-to-date version, so maybe someone else provides a better link. Otherwise, use Google and ni.com for search for more.
