can drivers 2.5.2 os does not meet minimum requirements

I tried to install NI CAN drivers version 2.5.2 on a PXI box with Windows 2000 service pack 2, and I get a popup error that the OS does not meet minimum requirements, but the download page for that version of CAN drivers (https://www.ni.com/en/support/downloads/drivers/download.ni-can.html#344623) says it is compatible with Win2000.

ANny ideas what is happening, and can I get this installed (I need a newer version of the drivers for my update app).

NI-CAN 2.5.2 requires Windows 2000 SP3 or newer.  The Readme for the driver lists this requirement.
