The maximum pulse train output frequency is 1/4 the frequency of the internal timebase in "toggle" mode, or 1/2 the frequency of the internal timebase in "pulse" mode. The PCI-6052E has an internal timebase of 20MHz, so the max output frequency is 5MHz or 10MHz, depending on the mode. As far as a frequency measurement, that device should be able to measure a signal with a frequency as high as its internal timebase.
