Device not responding to the selected base address

I have two PCI-6602 Counter/Timer boards and two
PCs running WinXP. One of the two boards is perfectly running while the other fails to pass the Resource Test with the "Device is not responding to the selected base address" error on both computers.
I have already tried with:
-calling the Init_DA_Brds function
-changing PCI slot
-uninstall and reinstall the board
but nothing seems to fix the problem.
The board has been working fine on an old computer.
Should I conclude that the board hardware is definitively corrupted?
Thanks in advance for help.

Roberto,

one last thing you wanna make sure is that the board gives the same problem when used alone in your machine.
Basically if you run the good board and then replace it with the bad one and you see the problem then it is worth it you call NI Customer Service in Italy at

02.41.30.92.17

so that we can take care of your board.
