Count Digital Events-Buffered-Continuous-Ext Clk.vi with DAQmx 7.4 with no count input connected produces data values of zero counts using an E Series PCI-MIO-16E-4 board. On a 6602, data is not returned and a timeout error is produced. Apparently, having no counts present causes time bins to not be filled (they are filled with zero on the E Series board). Adding a Duplicate Count Prevention property and changing its False fefault value to True does cause the 6602 to return data values of zero.
