How do I toggle output when input has been high for more than programmable time?

I am trying to generate a trigger signal whenever an input signal is high longer than x uS. I'm using a 6602 and I'm sure this will take more than one counter. The input signal has several short pulses and one pulse has a high time 5-7 times longer than the high time of the short pulses. I want to trigger x uS after the rising edge of the long pulse. I will program x to approx. 2-3x times the short pulse high time to prevent false triggers. How do I do this?

You can configure that counter to do position measurement and setup its output to pulse when the coming pulse has a longer period than he one previously chosen.
