To my understanding, NI 660x counter uses the National Instruments NI-TIO. Is it true that this is a National Instruments ASIC designed specifically to meet the counting and timing requirements of measurement applications that are beyond the capabilities of off-the-shelf components? Of course, I agree that the wider functionality and simpler programming makeit ideal for counting.

Yes, the 660X boards use NI-TIO.
Additionally, yes it is true that NI-TIO was designed specifically to meet the counting and timing requirements of measurement applications that are beyond the capabilities of generic, off-the-shelf counter/timer components.
