They are looking at the same registry entry to point to the VLM server, but you can have multiple servers listed for that registry entry, separated by semicolons. When you create separate installers for the different servers and run them, it will append the different server names in that registry key. On the client, you can view which servers are configured by opening NI License Manager (Start>>All Programs>>National Instruments>>NI License Manager) and then go to Options>>Preferences. The servers will be listed there.

and the key is called
NILM_LICENSE_FILE
The syntax for the value of that key is:
Port#@ServerName;Port#@ServerName2;Port#@ServerName3
For example if you had 3 servers it would look like:
27000@Server1;28000@Server2;29000@Server3
