You will need to download the language version your require (English/German/Japanese) from the NI website - the software does not allow you to just change the language setting in the configuration, it's a completely separate installer. You pick the language version here:

Let me note though that NI is an absolutely costumer unfriendly lock on the downloads, you need to be registered on the website with an active SSP (standard service membership) on your account.If you work for a company that has IT managed licenses, you may need to get in touch with the person that manages the NI software licenses to be able to get access to a different language version.
