Your question is a bit hard to understand, but I think the short answer is "No". What do you mean by, "user has changed some data channel in report"? The only thing I can think of is if the user changes the channel reference in a graph or table or text box, etc. Nine times out of ten, the user is going to do this by selecting or dragging a channel that already exists in the Data Portal. So why would we need to load the channel reference the user edited if that channel is already loaded? It is possible that the user could free-form type in a channel reference to a channel that doesn't exist in the Data Portal, but how then are we supposed to know where that channel is on disk? There's no file information in the channel reference in REPORT objects.
