network installer no modification

I was trying to create a network installer from VLM and got message " This Installer Source does not appear to need modification for use with NI VLM." What is the problem? The Installer Source is a 2014D DVD copied to a network drive and the Installer Destination is also located on the network drive. Thanks for helping.
