Is it possible to configure the data rate if the digital I/O lines on the NI-8451?

8451 DIO (not I2C or SPI) is software time. Hence, data rate depends on how fast is your loop rate, not a hardware configurable, but if you use it in SPI or I2C mode, its rate is cpnfigurable from the API.
