Control the PCI-7831R Digital I/O in Visual C++ program

Hi, I would like to control PCI-7831R in Visual C++ system (Originally, the PCI-7831R is controlled in Labview2009 system).  I got the relative information from the knowledgebase of NI website

But I still could not get it very clearly, does there anyone know the method or specific way or ideas?
