NI USB-8451 - SPI - speed of communication

I'm using NI USB-8451 to communicate with a microprocessor by SPI Bus.

I can not reach the speed of communication 4Mb/s (NI USB-8451 module advertises speeds up to 12Mb/s).

The image below is taken from equipment datasheet.

  My problem is with t3 (SCLK setup time). This module achieves 12Mb/s when the clock is 12Mhz and t3=0us, so to achieve 4Mb/s I need a clock of 4Mhz ant t3=0us.I can’t configure t3 to be 0us, is this possible? 

Is any way to configure the t3 to be 0us, for the communication to be continued (without SCLK setup time)?
