When trying to enter the test panel within NIMax, the app gives the error above "The device is not responding to the selected base address." I have tested the card in a different PCI slot and the different computer. I have added this card to 7 different PCs, and this is the first one to have a problem. I have tried a second card and got the same result. Are there any more trouble shooting procedures that I can consider? If not, I will attempt to return the cards that were purchased only 4 months ago.

The resources that Kal linked to are a great start to troubleshooting this issue. You mentioned testing the 6503 on several computers in addition to this current system, with only this new system failing. Have you confirmed that the device drivers are up to date and the operating system is current with service packs?
Have you attempted to install the 6503 again in one of the previous computers which you know to be working? If the board works on several computers then I am leaning towards there being an issue with the way this new system is setup.
