PCI-DIO-32HS output high level

I am only getting 2.4 volts out of this board when thwe states are set to a logic High. This is true whether the line is loaded or unloaded. I am using it right out of the box connected to an SCB-68 connector block. I know it should be around 5 volts. I am assuming that the default state is Standard mode and not Wired-Or which would require a pull-up resistor. Any help/suggestions as to why this is happening?? Thanks

You are right, the default state is not the Wired-OR mode, so you shouldn't need a pull up resistor.
One thing you can double check is if the digital lines are connected to a external device that might need a higher current than the digital lines can source. If that is the case, the voltage will drop to try to compensate that fact.
Otherwise, if that is not the case, the board is probably defective.
