Reset PCIe 653x digital I/O card in vb.net

I ran into an issue today with a PCIe-6537 Digital I/O board.  The board was toggling between a high and low state and seemed to be stuck.  Imagine a relay turning on and off really fast that is what the channel was doing.  The only way to fix was to reset the device in MAX.  I would like if possible to define the power up conditions and reset the device everytime a program is launched.    Does anyone know the function calls to do this in vb.net.  This is the first problem I have had with this type of I/O card that is running DAQmx8.8 with this type of issues.

I wanted to know what you meant by "seemed to be stuck". I understand that you are switching between high and low state, but when did this occur? What triggers this state?

If you are starting and stopping your task multiple times within your program, the behavior you are seeing has been fixed in NI-DAQmx 9.1. Is the problem similar to the following forum?
