digital lines usage

So here is the problem. I have NI 6541, NI 6289, and NI 6509 cards and Lab VIEW software. I am building the DAQ that will be able to test multiple PCB cards. The thing that bothers me is the difference between PFI, Clocked, and Static digital lines. I am not sure when and where to use each one of these. I know that Static DIO (NI 6509) has only static lines and those are used for ensuring whether the signal is HIGH or LOW and that’s it. Now the problem is the difference between Clocked and PFI lines. I have bunch of signals that needs to time, checked the pulse width, triggered at different times, delayed, etc. Should I use PFI or Clocked lines for these? Taking into account that both NI-6541 and NI-6289 have 32-clocked lines, which card should I use for these purposes?

If I use Clocked, what is the main purpose of the PFI lines then?

 

Another thing is if I can test/check any clocked line using Lab VIEW, (meaning check the period, frequency, time, delay, trigger. Etc) why do I need timers/counters that NI-6289 has?
