Where can i download the labview driver for agilent 86142B OSA?

On its website writen "This instrument driver is NOT supported or maintained by National Instruments.   This driver is maintained and supported by the instrument manufacturer or a third party."

Unfortunately, National Instruments does not have an instrument driver for the 86142B. It looks like you already have one from Agilent, and you should be able to use that to get you started. Thanks!
