The old icon editor allowed you to import graphics from a random directory.
Although it is possible to still drag/drop an image from a random directory to replace the icon, most users don't know this (i.e., not intuitive). Therefore, they are looking for a menu option to import a graphic. Importing shouldn't be restricted to special directories for templates and other library glyphs.
