Picking white color (255,255,255) result in grayish (246,246,246) color selected

I understand that this has something to do with the magic color. Given the scary red comment on the magic color about LV bug that I am not sure I completely understand it is probably better to keep it white (255,255,255), but I am wondering if it is safe to change the swapped color from (246,246,246) to (254,254,254) [which is so close to white that people wont notice the difference]?

Is there any specific reason why (246,246,246) was selected?

I think this color constant value is a remnant during the remote desktop tests.

There shouldn't be any impact if you change it...
