At first, we would like to suggest you delete both the HSE/H1 LD and Enet interfaces with Interface Configuration Utility, and then add these 2 interfaces again. Please run Communications Manager after that and see whether the problem is still there.
If there is still problem, please try to reset HSE/H1 LD. Please refer to the pdf document in the following link, Appendix A Resetting the FBUS HSE/H1 LD (page 19), for details.

As to the activation issue, the "CM with HSE support" license controls the HSE (High Speed Ethernet) functions. With this license, Add Interface Wizard and Interface Configuration Utility can add the Ethernet and HSE/H1 Linking Device interfaces; CM will enable all its HSE functions. This license doesn’t affect NI-FBUS Configurator. To use NI-FBUS Configurator in the online mode (configure H1 or HSE segments), you will need to purchase the "Configurator" or "Configurator with HSE support" licenses.
