1. Go to https://www.ni.com/en-us/support/downloads/ni-package-manager.html
2. Click the big "Download Software" button

Just to close the loop, the NI Package Manager download page is now working, and a new version 21.0 is now available which contains some fixed bugs. The list of fixed bugs will be added to the NI Package Manager Release Notes page later this week.
