1 - The names are truncated in some views (the board and thread views in particular) to keep the author columns from getting so wide that the title or the message body columns are made thin. The reason behind this is that the title and message body are the fields that contain the most information and we want them to have a decent amount of real estate on the page. The reason we chose 10 characters is because in the dual-byte languages, this is a good size.
2 - Currently, the ratings cast are not stored permanently. This means that each time the system is rebooted, the total of the ratings cast and received is maintained, but the specifics on which messages were rated by who is not kept. Recently we have had to reboot the system a few times, so I think this explains what you are seeing. This is a known issue that we hope will be resolved in a future release.
