Unfloating administrator-floated threads

There are now 2 administrator floated threads in the LabVIEW board, so I guess it's a good time to remind Lithium of this feature request.

I promise they are only temporary.  The one from Travis comes down on Monday, and I will check with CC to see if he got what he needed on that same day.

I will add the feature request to the next list I send in.
