Explanation from someone who studied this: Laura's posts are all automatically rated and can not be rated again (see her profile. She has no number of stars).
This is indeed because she's an admin. See here. Nick had the same thing.
The forum does not remember the history of stars after it's reset, which is why you can re-rate posts. See here.

The main problem reported was the fact that I apparently can rate posts that I have rated in the past. So the complementary question is "How long does the system remember that I rated a certain post and after what time does it allow me to rate it again". (... or what triggers such a memory loss)

Well, I did give a link explaining this. What it doesn't say is when the server is rebooted, but I assume you can't know that in advance.
