You really shouldn't jumper the V&C terminals between the controller and the terminal bases because it destroys the module to module isolation. Not all of the I/O modules require external power so you don't need to connect the V&C terminals for all of them. For ones that do, it is best to use a seperate power supply if possible. If you really don't care about the module to module isolation then virtually any normal wire meant for supplying power will do.
