FP-AI-110 sees floating voltage?

We are using field point explorer to test some inputs, but find some channels have a floating voltage for the FP-AI-110. Isn't the field point modules suppose to keep the open channels at zero?
When turning off, then on, the power to the FP's modules, the voltage goes to zero and then increases in voltage for open channels.
Do we have to jumper all our open channels?
Any comments are appreciated.

The circuitry in the [c]FP-AI-110 is such that unused voltage channels are left floating. The current channels are pulled down.

The [c]FP-AI-100 and [c]FP-AI-102 voltage channels are internally pulled down.
