The field point modules can speak with a 3rd party instrument via Serial or TCP/IP communication. If the Simplex 4020 can support either one of these communication methods, then it might be possible to interface it to LabVIEW. But you will need some sort of documentation on the protocol. You should be able to program LV to send and receive the instrument signals but you must know these commands a priori. It will take quite a bit of effort since it sounds like you'll be the first programmer to attempt to interface with the Simplex 4020, but it should be possible.
