1) An FP-DI-301 module is a sinking discrete input module and the FP-DO-403 is a sinking discrete output module, thus you can not simply wire the input to the output and expect it to work. Instead, you need to wire a resistor (roughly 1K) from your positive lead on the power supply (e.g. 24 V) to the input/output of the two modules. In this way, when the output channel is off, there is a path to ground through the FP-DI-301 module (and resistor) and the FP-DI-301 channel will turn on. When the FP-DO-403 output is On, the resistor is pulled to ground and the FP-DI-301 channel will turn off. Please note that this wiring results in an inversion of polarity between the FP-DI-301 and the FP-DO-403.
2) Not having more information, it sounds like you should wire the
N/C terminal to the positive power supply and the COMM terminal to the input channel (e.g. Vin0).
