It's just sad to have to buy an extra 400$ licence for a feature that should work out of the box (at least for only one user)...
Perhaps NI should ship their hardware with 2 simultaneous connections in order to fix this bug ???

This discuss seems to have stopped with resolution. Here's a detailed description of what I am seeing. It seems like something that the broswer or connection is doing but I hope someone at NI can resolve this. Even their NI Training images (following the NI exercises have the same issue) have the same problem:
This problem has happened a number of time for me and I am not sure of the cause. It seems like it may be dependent on the browser and OS.
The application is an executable building and installed on a cRIO target. I have web services enabled and have create a web page to replace the index.htm file on the cRIO that will point to the top level VI. After I reboot the cRIO and try to connect with my browser it does the following:
1. loads page
2. Message saying downloading VI
3. VI flashes on screen in the browser for <1s
4. Get a message the 'Maximum Number of Remote Panel Licenses Exceeded
Even when I close the browser and open it again, or close and open another browser, I get the same problem. What could be causing this?
I am running windows 7 and see the problem with IE 8.0 and Firefox 3.68. I have also seen the same problem with the NI Training image (Toronto Location) for the LabVIEW RT course when I was teaching it. We could not connect to the web panel because of this message.

Bob, there is no resolution IMO because we still face the bug. But for us rebooting the cRIO is sufficient to work around the problem for a couple of days...

I am having the same problem as every do. how did you transfer the license to the RT target?
I had tried with the license transfer utility but it no giving any result .

You should contact NI support to resolve this issue. There was a known issue with the license on RT targets for LabVIEW 2009 (&SP1??) that could only be fixed with a license file from NI. They may be able to get you a new license file to resolve the issue. I am not sure if this is resolved in LabVIEW 2010.

I think Bob's reply is the only solution for you currently. NI support can give you a work around license file. I don't think they have fixed the problem in LabView yet.
