Labview 2020 Community Edition : unable to start Target configuration in Hobbyist

after i have failed to install NI LabVIEW LINX Toolkit, i notice that i can't have access to target configuration in hobbyist due to unknown problem.
here's a screenshot that shows my problem. Any help please!
