I'm getting an error with my RIO (Init:FAIL DAQ2, FPGA_Init()-Error:-61024). I already reinstalled RIO version 1.3.1 software but it still persists.

Please upgrade to the current version of NI-RIO.  2.0.

NI RIO isn't tied to a version of NI DAQmx, so you should be able to just install NI-RIO 2.0.
