I use labview2012SP1 I developed on Windows XP SP3. I bought (NI-Industrial Communications for DNP3 2.1). When I run my VI on Windows XP everything is OK, By cons, when Itry my VI on my Windows 7 32-Bits PXI, I am following message:

DNP3 Application distribution is not supported on the Windows platform (-44247)

Hi Norm, 

That is expected behavior. The DNP3 tookit is not currently licensed for deployment on Windows. It is supported for RT target deployment however.
