I have an AT-MXI-2 card for Windows 3.1. The card is recognized by the NI-PNP.exe program that runs at startup and VXIinit runs correctly to initialize the card (i.e. it successfully assigns an IRQ and DMA line). However, at this point I try to run Resman.exe and receive the following error: "Error in InitVXIlibrary. Unable to open NI-VXI driver window." I should also note that when I try to run VXIedit and try to edit the AT-MXI-2 configuration, I get the following error: "AT-MXI-2 configuration EEPROM is invalid." I have tried this same exact card in a different PC and it works fine, even after receiving these EEPROM invalid errors.
Has anyone ever run into this problem? It seems as if the card is successfully recognized and initialized by the computer but the resource manager (Resman) cannot run.

If you would like, I can try to help you troubleshoot this issue on the forum; however, I would advise sticking with the phone support route, since issues are typically resolved more quickly than on these free forums.
As Tori suggested,
If updating your OS is an option, I would try this first to order to get you a newer driver to fix the communication problem between the PCI bus and VXI. Then install a NI-VXI driver 3.0. You can also try switching the EEPROM setting back to factory setting instead of user-defined.
