Digital mass flow controller communicate with RS232

The data sent by LabVIEW is sent the same way as Hyperterminal. Since you can't get that to work, then you probably are using the incorrect cable type or there is a mistake in the com parameters. Keep trying to get Hyperterminal to work.

p.s. I could not download the manual. Please don't host your files on a site that requires someone to accept a cookie. It looks like the command you have should work just fine. I suspect you have a cable problem. You don't mention how you've wired the cable. If you have Tx from the pc wired to Rx (and Rx from the pc to Tx on the instrument), swap them around. Same is true if you have Tx to Tx and Rx to Rx. I didn't see anyplce in my quick read of the manual whether the instrument is a DTE or DCE so you need to experiment. Also, Hyperterminal should have no problem. The advantage of trying Hyperterminal is that you can contact the vendor and they are sure to have experience with that. Many will have never heard of LabVIEW.
