The pin definitition DOES NOT tell you how to connect a cable between the pc and the instrument. If the manual told you that it was a DTE or DCE, then that might be useful. In fact, most of the serial instruments I've used have identical pin ids and require a null modem cable. Since you have problems with Hyperterminal as well, there is almost certainly a problem with your setup or the instrument itself is bad. Try it with a diffierent cable and if you continue to have probllems with Hyperterminal, contact the vendor. They may or may not have experience with LabVIEW but they should almost certainly be able to walk you through the setup for Hyperterminal.
