Failure in PCI-GPIB installation

I install the PCI-GPIB device following the sequence that:1.install ni 488.2 1.5
2.shut down computer
3.restart the computer
4.shut down computer
5.install the hardware
6.restart computer
7.computer find new hardware, and configure it...
failure occured in step 7. The error prompt is that resource conflict.(there is only display adapter and a ni-pci-gpib board in the computer.)
In order to testify the board is ok, the board was installed on another computer and operates well.When anoter normal pci-gpib was installed following the steps as mentioned above,the same failure happened.
Reinstallation the windows98 II OS still cann't solve the problem. I've download the latest version of 488.2(v
2.0) and installed it following the same steps. It is seen ok during the installation procedure,but it didn't pass the test when I launched GPIB Explore to verify the GPIB device.The error occured at the third step during the verifying procedure. It prompt that it is maybe incorrect installation of the driver.
Another devices including PCI-DIO-24(PCI6503,NI) on PCI-bus can be installed without any trouble.There is no defect on PCI slots.
My questions is why it happens and what i can do?

History:
My system including that GPIB board was constructed more than one year ago, and was used often. The typical time of operation is 1 or 2 days. Application crash was found recently. I found GPIB did not work so I when about reinstalling it.

Have you tried communicating using the ver 2.0 driver? There are a couple of reasons why the "interfaces sequentially verified" might fail, like if an instrument is cabled to the card. The best way to check communication is to try IBIC.

Open IBIC:
Measurement and Automation explorer >> Tools >> NI-488.2 >> Interactive Control

Below the screen shot is a list of commands with definitions of the commands and parameters. Type the commands into the IBIC window.
When you write a command to the instrument, try using a simple query that the instrument will respond to. The example used in the example is *IDN?, but that is part of the 488.2 standard and may not work for your instrument
. Look in your instrument's user manual for an appropriate command.

If the instrument does not respond with IBIC, then there may be something wrong with the operating system.
