The GPIB-PCii acts purely as a GPIB interface board and does not have the necessary hardware on its circuit boards to provide the type of GPIB analyzer operations that you are looking for.
NI produces a number of boards that have the GPIB analyzer hardware built in (AT-GPIB/TNT+, PCI-GPIB+ and PCMCIA-GPIB+). However, be aware that there are certain OS limitations when it comes to using these boards. For example:
PCI-GPIB+ Windows NT only
PCMCIA-GPIB+ Windows 3.1/95/98 only
So unfortunately you will not be able to achieve what you wish to do with your current GPIB board and there are no software updates/fixes capable of turning the GPIB-PCii into a GPIB controller/analyzer. I guess the AT-GPIB/TNT+ might offer the best upgrade path as it is an
ISA board and supported under a wider range of operating systems that the PCI-GPIB+
