GPIB-USB-HS adaptor failed at "GPIB interfaces sequentially verified"

I bought a new GPIB-USB-HS adaptor  recently (Part No. 187965B-01; Serial No. 1271C5D).

I connected it onto a Dell Inspiron 1150 laptop. OS is Windows XP
professional, service pack 2.
 
I have two problems on this adaptor.
First, every time I unplug and replug in it, the system will reinstall
this device.

Second, when I tried to verify hardware and software installation, I got
failed at "GPIB Interfaces Sequentially verified" (the third one).  The information indicate I have address resource confliction in my computer. But I can not see any confliction from "device manager". Furthermore I tried to install this adaptor on the other two computers, one is laptop thinkpad T60. the other one is desktop. Sometimes, this adaptor can pass "GPIB Interfaces Sequentially verified". While, laptop does not work for it.

I searched the forum and tried to disable ISA TO PIC routing following the

advices on this page

It does not work for me.

I took a NI spy capture and attached it with this email.

NI Software :  LabVIEW  version 6.0
NI Hardware :  GPIB/IEEE 488 device GPIB-USB-HS
Driver Version :  2.4
OS :  Windows XP

When you unplug and replug in the device the system will reinstall it.

I tried those links. Now I fixed the first problem. But I still got failed at the hardware inspection. Help information indicate there are some address confliction. However, I can not find it in hardware manager.

Does it always work on the other laptop, or just sometimes?  If it always works on the other computer, then one thing you can try is to connect the GPIB controller through a powered USB hub.  Unfortunately some laptops don't really specify the full 500 mA of current called for in the USB specification, even their driver claims to.  This can cause a USB device  to think it will receive enough power, and to subsequently fail.  A powered hub should provide plenty of power, and allow you to determine if this is the problem.
