GPIB USB install with 263a potentiostat

First, I apologies for being a total newbe on this...  I am trying to setup a GPIB-USB-HS operating a Princeton 263a Potentiostat.  My Measurement & Automation Explorer shows the GPIB under "Devices and Interfaces" but the potentiostat is not found when I "Scan for Instruments".  Given that my "IT" department makes configuration changes difficult (Admin. access not openly available), I would appreciate any insite...

The potentiostat probably does not respond to IDN*
A lot of older instruments don't respond, but its getting better.

If any instrument show up even with a weird name while only the potentiostat is connected--> that is the portentiostat.
If nothing shows up you have a problem.
