I remember the issue you are referring to. The GPIB-120A would not let NDAC change state during a scan for instruments. If no instruments are at a particular address, the NDAC line will switch states. Since the NDAC line did not change in time, the scan would result in all primary addresses having an instrument.
I've heard that this issue was fixed with the GPIB-120B, but wanted to try it myself. With Matt's help, I can confirm that this issue no longer happens. It is now much closer to being software transparent than before.
