Your HP 4194A should work fine with lab view. first thing to check is that you have the correct drivers installed. You need a VISA driver and then the instrument should be plug and play. The link for these with further information is shown below (any driver after 1.2 will be fine)
Once you have confirmed you have these you will need to look in MAX and your instrument should be visable in the tree diagram on the left side of the screen under: devices and interfaces >> serial and parallel >> "COM1".
Once you have confirmed you can see this the in labVIEW you should be able to use the VISA and/or GPIB VIs in the instrument I/O tab of you labVIEW toolbox.
The above settings will confirm the setup of your instrument but I have not given details on the specifics of your program.

Which version on LabVIEW are you using and in what form do you need your results?
