HP 6038A constant current

I went to that exact page, and step 1 gave me trouble.  When I go into Measurement & Automation Explorer, the only option I have on the left is Software.  Nor can I find it in my start menu.

Be sure you have the latest version of NI-VISA installed. Also, do you see your GPIB device in MAX? If not, you should follow these steps.

You can confrim which version is installed under the Software section in MAX. If you are still having trouble after installing the file from the link above, then take a screenshot of your MAX window with all the items in the left window expanded. This will help illustrate what you have going on in your system.

I believe that I found my problem.  I wasn't setting up a current for the power supply, and it defaulted to 0.  Since I've changed it, I haven't encountered the problem.
