How can control and monitoring to Serial interface with PC

I have a problem to control the serial interface devices with PC. According the menual, only showing the Baud Rate, command, message and etc.. and didn't mentioned how to connect and monitor.. Can you help me how i can enter to this device and can i use any advance software on this..

What sofware environment are you using. That would be pretty useful information. Both LabVIEW and LabWindows comes with examples for serial communication.

I didn't used any software and only using Hyper Terminal.
The configurations are as follows:

Bit per second  9600  [according the setting in device]
Data Bits                 8
Parity                None
Stop Bit                   1
Flow Control    None
 
I have tired to change the variable of Data Bits, Parity, Stop Bits and Flow Control.But, the results are same and
nothing coming up... your comment would be highly appreciated

Check your cable. Most instruments require a null modem cable. With this, the tx line at the pc connects to the rx line at the devce. Rx at the pc would connect to tx at the device. The rx and tx pins for a DB9 connector are 2 and 3. A DB25 also uses pins 2 and 3 except tx is 2 and rx is 3. Also, before a lot of instruments respond, you have to send them a valid command requesting data.
