Instrument not identified using ni-visa , but working fine with keysight visa

VISA error during viOpen() : Insufficient location information or the device or resource is not present in the system. 

This occurs when i am using ni-visa libvisa library located at /usr/lib/x86_... location 

But when i am using the keysight libiovisa  library to compile my program the program detects the instrument . 

can anyone explain why? or please suggest me methods 

environment using: linux ubuntu architecture

I know that using both Keysight and NI can result in duplicate devices being found in a search.  I've tended to have more success getting what I want out of Keysight as opposed to NI, so I'm interested in this topic.  I've also seen where a program runs with Keysight VISA whereas it doesn't run with NI.  Wish I had a more productive answer for you.
