Hello,
You can use NI PCMCIA GPIB card to communicate with any instrument that can be controlled using any GPIB card. In order to get more information on how to install/configure the NI PCMCIA GPIB card in your computer go to:

If your app (or instrument drivers) is controlling the instruments
through VISA library, NI and Agilent GPIB cards can be used
transparently without modifications on your programme codes.

But if controlling through SICL library, you need modify your app
(or instr driver) codes, because NI GPIBs can't be controlled via
SICL library.
