Modems not work on ports 9-16. Unable to call out on them

I have a PCI-232 16 port card.  The modems do not work on ports 9-16.  I am unable to dial into them or dial out from them.  They are U.S. Robotics V.Everything modems.  I can loopback the com ports fine and the PCI card checks out fine using the troubleshooter.  What am I doing wrong?  1-8 work fine...

Hi Scott,

Our current 16 port boards do not have connections for all serial lines on ports 9-16.  These ports have only GND, RXD, TXD, RTS, and CTS connected.  This was done because there were not enough pins available on the external connector to connect all signal lines.

Some of these pins, such as RI (Ring Indicator) and CD (Carrier Detect) are important when used with modems, which would cause ports 9-16 to be incapable of use with modems.  The chart on page 3 of the NI Serial Data Sheet shows which devices have all signals connected to the external ports.
