Is there a planned upgrade of NI-Visa that will install on macOSX Catalina?

It is too soon to tell. At the moment the latest version supported is 10.13.x as you can see in the readme file.

Ni-VISA for macOS Catalina

Following the first four (4) steps in the attached PDF file, I was easily able to get NI-VISA v19 for Mojave working without errors on Catalina.
