No National Instrument Serial Ports Found

The following error is written in the Events Log:

"While validating that COM8 was really a serial port, the contents of the divisor latch register was identical to the interrupt enable and the receive registers. The device is assumed not to be a serial port and will be deleted. "

Please give more detail:
- Is this an NI serial board and what board was it?
- What version of NI-Serial are you using?
- List any other NI software on your machine?
- What operating system are you using?
- What did you install/do to get this error?

-The serial card is a NI PCI-485/4.
-The version of NI-Serial that is being used is v1.45.
-There is no other NI software installed on this machine.
-The operating system on the machine is NT4.0 Workstation.
-Per the installation instructions, I installed the software first then shutdown, installed the hardware and started the machine up. Since then the event log has had this error.

Disable the plug and play setting in your computer's bios and let me know what happens.
